What Is It

Unveiled in June 2012, the Progressive Wage Model (PWM) was spearheaded by the Labour Movement to enable workers to achieve sustainable wage increases through better skills and higher productivity. The PWM is based on the key objectives of helping Singaporean workers climb the four ladders of skills upgrading, productivity improvement, career advancement and wage progression. In addition, it aims to help companies make better use of and retain manpower, as well as enhance the Singaporean Core.

NTUC’s union clusters work with their respective tripartite partners to map out a PWM for their related industries. Thus far, the PWM has been implemented in seven NTUC union clusters:

  1. Hospitality and Consumer business (Hotel, Retail and Food Services sectors)
  2. Building and Facility Management (Cleaning, Security and Landscape sectors)
  3. Transport and Logistics
  4. Healthcare
  5. Education
  6. Marine Engineering
  7. OPEC

Who Is It For

PWM is for all levels of workers, from low-wage workers, rank-and-file workers to Professionals, Managers and Executives (PMEs).

To further help low-wage workers improve their lot, the PWM has also been included as a licensing requirement in the cleaning and security industries, as well as a mandatory condition for landscape companies who want to be registered under the industry’s government register.

  

What Is It

UTAP is a training benefit for NTUC members to defray their cost of training. This benefit is to encourage more union members to go for skills upgrading.

NTUC members enjoy 50% *unfunded course fee support for up to $250 each year when you sign up for courses supported under UTAP.

* Unfunded course fee refers to the balance course fee payable after applicable government subsidy

Who Is Eligible

All NTUC members can apply for UTAP. However, the following criteria must be met to be eligible for UTAP:

  1. Paid-up union membership before course commenced, throughout whole course duration and at the point of claim
  2. Course by training provider must be supported under UTAP, and training must commence within the supported period
  3. Course must not be fully funded through company sponsorship or other types of funding
  4. Unfunded course fee must be S$20 and above
  5. You must achieve a minimum of 75% attendance for each application and sat for all prescribed examination(s), if any
  6. UTAP application must be submitted within 6 months after course completion
