3rd Regional Conference - SOCIAL SAFETY NETS BASED ON FAIR TAXATION AND FISCAL POLICY FOR JUST DEVELOPMENT

In this resolution, the 3rd ITUC-AP Regional Conference reaffirms that Social Safety Nets are non-negotiable human rights. Especially in a global economic crisis, Social Safety Nets are an economic and social necessity for inclusive development and progress by reducing poverty and inequality. Despite this, the Conference expresses dismay at the fact that 73% of the global population has little to no access to social protection -- with an expressed concern over the safety net deficits in the APAC region. 

With this, the Conference reaffirms the relevance of the ITUC-AP defined “Social Safety Nets” and commits to continue a regional campaign for it. As a focus, the ITUC-AP, working with affiliates and GUFs are to: establish national protection floors; promote revision of relevant laws, demand and open, transparent, and accountable governance arrangements by active participation of trade unions; organize campaigns for fair taxation and adequate fiscal space for realizing equitable income redistribution and effective social safety nets; build up trade union capacity in social policies; and organize campaigns to demand adequate regulation of the financial sector in relevant functions.
