The 5th ITUC-Asia Pacific Regional Conference adopted 16 resolutions during its general assembly in Bangkok, Thailand on 20-22 November 2023.

The 5th ITUC-Asia Pacific Regional Conference, which took place in Bangkok, Thailand, on 20-22 November 2023, unanimously adopted the Conference Thematic Paper as Action Programme 2023-2027 in response to multiple threats from recent global trends, such as the COVID-19 pandemic, climate change and digital technology as well as the decline of democracy.

In this resolution, the 3rd ITUC-AP Regional Conference reiterates that child labour is an important workplace issue which trade unions have a responsibility to tackle as a matter of principle of solidarity and social justice; as child labour violates children’s rights, trade unions are firmly committed to outright opposition to the exploitation of children at the workplace and other places. The Conference also welcomes global action that has significantly reduced cases of child labor, with trade unions and affiliates playing a pivotal role.

In this resolution, the 3rd ITUC-AP Regional Conference welcomes that the youth trade union movement in the region showed steady and substantial progress for the past four years. It reaffirms the fact that the youth are keys to the future advancement of the trade union movement, promotion of just development, and realization of a stable and inclusive society.

The ITUC-AP Youth Committee gave an oral report on the Proposed Changes to the ToR set out in the annexure in Resolution 3 of the 10th ITUC-AP General Council Meeting in Manila. The proposed changes called for harmonization and specification of the rules, procedures, and practice for membership in, nomination to, and election of representatives in the ITUC Constitutional Bodies and the ITUC Youth Committee.

In this resolution, the ITUC-AP Conference recognises that youth are an important segment of the workforce. Despite this, opportunities and access for free and/or affordable and quality education and training are not always available for youth. All young people in the AP region share common problems such as scarcity of decent job opportunity, high unemployment rate, lack of education and skill training, and so on.

In this resolution, the Conference recognises that the number of child labour globally declined form 222 million to 215 million, or 3% over the period of 2004 to 2008. In Asia and the Pacific region, there are still 122 million child labourers (5-14 years), of whom 100 million are girls. In the informal economy, child labour is widely visible. Organising informal economy to empower the working poor should be one of the most effective ways to reduce child labour - bringing children from workplace to school.
