ITUC-Asia Pacific stands in solidarity with Mongolia’s public sector workers in their fight for fair wages and social security

The ITUC-Asia Pacific expresses its strong solidarity with the ongoing struggle of Mongolia’s public sector workers and their representative organisations, the Confederation of Mongolian Trade Unions (CMTU), the Mongolian Education and Science Workers’ Union (FESWU), and the Mongolian Health Workers’ Union (MHWU), who are courageously demanding fair wages and improved social security.

On 24 September 2025, education workers across Mongolia launched the campaign “Teachers’ Demand for Justice,” calling for a monthly salary of 3.5 million MNT (USD 1,000). Over 10,000 teachers rallied at Sukhbaatar Square in Ulaanbaatar, joined by thousands nationwide, with more than 30,000 citizens signing a petition supporting their demands for fair pay and recognition.

On 9 October 2025, the Mongolian Health Workers’ Union (MHWU), together with the CMTU, held a nationwide protest under the banner “For Genuine Reform in the Health Sector.” They demanded fair wages, reforms in the Health Insurance Fund, and resolution of hospital debts and addressing chronic funding shortages. Rejecting the Government’s 15-percent wage offer and demanding for systemic reforms in the healthcare system, health workers continued their peaceful actions, staging a sit-in at Sukhbaatar Square on 16 October despite freezing temperatures of –10°C. That same morning, the FESWU and CMTU launched a nationwide strike, marking an unprecedented show of solidarity among Mongolia’s public sector workers in their united fight for justice and decent work.

Supporting the public sector workers' strikes, Shoya Yoshida, General Secretary of ITUC-Asia Pacific, said:

“Teachers and health workers are the foundation of any just, equitable, cand caring economy and society. The Government of Mongolia must honour its commitments and ensure that those who educate the nation’s children and protect its public health receive the recognition and fair wages they deserve.”

At its 27th Regional General Council Meeting held in Nadi, Fiji from 15–16 October 2025, the ITUC-Asia Pacific adopted the Resolution, Supporting the Struggle of the Confederation of Mongolian Trade Unions to Increase the Salaries of Public Sector Employees. The Resolution urges the Government of Mongolia to fully implement the national and sectoral agreements on increasing the salaries of public sector employees, allocate adequate funding in the 2026 State Budget for the salaries and social security of public sector employees, and engage in constructive dialogue with the CMTU and its affiliated organisations to address the longstanding issues faced by workers in the public sector.

Shoya Yoshida added:

“The ITUC-Asia Pacific stands firmly with the CMTU and its affiliated organisations, FESWU and MHWU. Their collective struggle is not only about wages and decent work, but also about social justice, dignity, and recognition for those who serve the public every day.”
