The ITUC Asia-Pacific welcomes the adoption of the resolution upgrading Palestine’s status within the International Labour Organization (ILO) from a liberation movement to a non-member observer State. This historic decision, taken on 6 June 2025 during the 113th International Labour Conference (see Reports of the General Affairs Committee, pp. 10-11), brings the ILO into alignment with the broader United Nations system and affirms its commitment to inclusive multilateralism.
The recognition of Palestine as a non-member observer State enables Palestinian workers and their representatives to actively engage in shaping international labour standards and policies.
“This resolution carries a broader significance,” Shoya Yoshida, General Secretary of the ITUC-Asia Pacific said. “It not only empowers Palestinian workers to advance their rights at the international level, but also acknowledges the legitimate rights of the Palestinian people and supports their pursuit of justice, sovereignty, and self-determination.”
“We commend the ILO and its tripartite delegates for this progressive move and call for continued support to ensure that Palestinian workers can fully exercise their rights and further contribute to achieving a better future of work for workers in Palestine and around the world,” Shoya Yoshida added.
The ITUC-Asia Pacific underscored the importance of maintaining momentum toward inclusive multilateralism that centres the voices of workers from all contexts, including those affected by conflict.
