ITUC-Asia Pacific strengthens partnership with Timor-Leste government to advance constructive social dialogue and inclusive development

Dili, Timor-Leste, 12 September 2025 — ITUC-Asia Pacific, together with its affiliate, the Konfederasaun Sindikatu Timor Leste (KSTL), met with the Government of Timor-Leste to reinforce the role of social dialogue in shaping inclusive development.

During the high-level meeting with Prime Minister Kay Rala Xanana Gusmão, ITUC-Asia Pacific General Secretary Shoya Yoshida underscored the indispensable role of constructive social dialogue in advancing workers’ rights, ensuring inclusive and equitable economic growth, and fostering sustainable development across Timor-Leste.


Prime Minister Gusmão reaffirmed his government’s commitment to tackling youth unemployment through education and vocational training, identifying these as vital strategies to secure the future of Timor-Leste’s workforce. He further pledged to enhance legislative frameworks and institutional collaboration between the KSTL and the Timor-Leste Chamber of Commerce and Industry (CCI-TL). This strategic partnership seeks to open pathways for job creation and more equitable development outcomes for both workers and employers.

At a press conference following the meeting, Shoya Yoshida welcomed the government’s strong endorsement of initiatives to increase the minimum wage and address urgent labour demands, signalling a progressive step towards improving livelihoods nationwide. He also commended the resilience of the Timorese people and expressed optimism for a brighter and more prosperous future rooted in respect for workers’ rights and constructive social dialogue.


This engagement marks a milestone in ITUC-Asia Pacific’s collaboration with affiliates and partners in Timor-Leste to secure a just, inclusive, and sustainable development.
