We, the representatives of ITUC-Asia Pacific, Global Union Federations (GUFs), and Trade Union Solidarity Support Organisations (TUSSOs) who gathered in Kathmandu for our Annual Coordination Meeting, express our strong solidarity with Nepal’s trade union movement at this critical moment.

Representatives of ITUC-Asia Pacific, GUFs, and TUSSOs during their Annual Coordination Meeting in Kathmandu, Nepal held from 2-3 November 2026

We express our serious concern over measures taken by the Government of Nepal that undermine trade union rights, particularly in the public sector. Administrative reforms, political neutrality, and the pursuit of administrative efficiency must not be used to justify weakening independent trade unions, restricting workers’ fundamental rights, or undermining established mechanisms of social dialogue.

We reaffirm that freedom of association and the right to organise and bargain collectively are fundamental and internationally recognised workers’ rights that must be fully respected and protected, without exception.

We recall that Nepal’s Constitution guarantees workers the right to form and join trade unions and engage in collective bargaining. Nepal has also ratified the ILO Convention No. 98 on the Right to Organise and Collective Bargaining, thereby committing itself to upholding these fundamental labour rights.

We therefore call upon the Government of Nepal to:

  • Reverse measures that undermine freedom of association, trade union rights, and collective bargaining, particularly in the public sector.
  • Fully respect Nepal’s constitutional guarantees and its international obligations under ILO conventions.
  • Ensure that public sector workers can freely organise, join trade unions, and exercise their collective bargaining rights without interference or discrimination.
  • Engage in meaningful and genuine social dialogue with representative trade unions on all matters affecting workers’ rights and conditions of employment.

We encourage Nepal’s trade unions to strengthen their unity, solidarity, and cooperation in defending workers’ rights, protecting independent trade unionism, and advancing social justice.

We reaffirm our unwavering solidarity with Nepal’s trade union movement. We stand ready to support our affiliated organisations and the broader trade union movement in their efforts to defend fundamental workers’ rights, uphold international labour standards, and strengthen democratic trade unionism in Nepal.
